Commercial passenger vehicles providing unbooked services (taxis) must be fitted with:
- tactile registration number signs fitted to the outside of passenger doors
- a compliant fare calculation device (taximeter) and an electronic transaction terminal to allow the processing of Multi Purpose Taxi Program (MPTP) trips.
- a CPVV approved security camera if the vehicle is operating in the metropolitan, urban or large regional zone (camera labels on the interior and exterior of the vehicle are required from a privacy perspective to alert passengers
- fare information notices, with one notice being fixed to the outside of the vehicle so that it’s clearly visible from the left side, and a second being placed inside the vehicle, so that it can be read clearly by passengers in all seating positions

CPV services in Victoria are guided by the Commercial Passenger Vehicle Industry Regulations 2018 (the regulations) and the Commercial Passenger Vehicle Industry Act 2017 (the Act).
Vehicle owners and booking service providers must understand and meet their obligations under the regulations and the Act. Requirements that apply now, or will be introduced shortly, include record keeping , consumer protections , safety duties , incident notifications and complaints management.
